Centrally sponsored welfare schemes should be rationalised: NITI Aayog

Suggests limiting number of schemes while providing adequate funds

The central government should limit the number of centrally sponsored schemes (CSS) and fund them adequately for making a material impact, according to the NITI Aayog. The views were expressed in the Aayog’s report titled ’Central Transfers to States in India Rewarding Performance While Ensuring Equality’. The report suggests that the government should determine and improve the designs of the schemes in case of specific purpose transfers of benefits. The 14th Finance Commission had also recommended that while the number of transfers should be minimised, the design and implementation mechanism for each welfare scheme should be decided by a committee comprising of union and state government representatives and domain expert. At present, there are 28 centrally sponsored schemes and another 45 central sector schemes for which grants are given by various central ministries.
