Advisory panel proposes wide-ranging revamp to ease GST compliance

Submits report to finance secretary

The advisory panel established to comprehensively review the GST [see here] has submitted its report to the finance secretary Hasmukh Adhia, as per a report in Economic Times. The panel has suggested a composition scheme for services, deferment of e-way bill till 2019, abolition of reverse charge mechanism as some of the measures to ease compliance burden. Besides, simplification of return forms, no interest payable on late payments, providing input tax credit for building & office infrastructure and exclusion of exempted goods from aggregate turnover have also been mentioned. Also, businesses opting for composition scheme should be allowed to undertake inter-state sales. The review committee set up to examine the GST law will consider these proposals and provide its recommendations by end of this month. The GST council during its meeting in January 2018 will consider these recommendations before taking a final decision.
